The Russian government held a meeting Sept. 10 dedicated to securing the stability of the fuel market and implementing additional measures for protecting energy infrastructure. In a statement after the meeting, Deputy Prime Minister Denis Manturov was quoted as underscoring the importance of authorities taking measures to protect energy sites and reduce refinery repair times. A number of Russian refineries remain fully or partially offline after scaled-up Ukrainian drone strikes, according to Russia-based market sources. Several refineries were attacked recently, including Ryazan, Perm, and Taneco. Last week, Vagit Alekperov, founder and former president of Lukoil, said that Lukoil takes up to three weeks to repair its refineries after Ukrainian attacks.
