Restrictions on fueling at retail stations remained in place across several regions as refinery strikes and outages added to the supply shortage. Ryazan remained absent as a seller on the exchange floor after a strike over the weekend, according to domestic market sources. The Ryazan refinery was attacked on Sept. 6, the Ukrainian military said at the time in a Telegram post. “A fire was recorded on the territory of the enterprise,” the Ukrainian military said. The Ryazan refinery was previously attacked on July 29, temporarily halting operations but has subsequently restarted partial operations before the latest attack. Meanwhile, diesel supply was perceived to be somewhat more abundant with the autumn harvest continuing in full swing.
