CFR India PVC suspension grade at $935/metric ton on Oct. 28, up $35/mt week over week, driven by higher offers and tradable indications heard during the week. Several market sources said that prices for China-origin cargoes have risen much higher than expected, and an end user added that he was surprised to see demand at such high levels. India’s Directorate General of Trade Remedies recommended Oct. 26 provisional countervailing duties on imports of PVC suspension resin originating in or exported from China, according to its preliminary findings. The document reported subsidy margins of 10-80%. In addition to the preliminary findings research, which, if implemented, would increase prices, international producers cited higher offers and selling indications driven by the rising cost of ethylene, which were pushing margins to extremely tight levels....
